Rukia is in the human world because the general sent some orders to Ukitake to go to the human world to purify the hollows. Ukitake told his squad about this, which Rukia is in, and Rukia volunteered to do it. Ukitake asked Rukia if that was alright with Byakuya because he's very protective of Rukia because a promise with his wife which is Rukia's older sister. By the look on Rukia's face, Ukitake knew that Rukia didn't tell him. Because if she told him, he wouldn't allow it.
It's obvious Byakuya wouldn't let Rukia go since he already did some things to not let Rukia become lieutanent.
You see this when Rukia dreams during the fight with the Bounto, Yoshi, at Soul Society which I think was around episodes 93 to 99.

Rukia was in the human world, in the first season, because she was stationed in Karakura Town to deal with any problems.

First, she was assigned by the soul society to be the "Death God" of Kurakura Town.
Then she meets Ichigo because a hallow attacked Ichigo's family...
She was badly injured by the hallow and can't afford to fight the hallow anymore so she decided to gave half of her powers to Ichigo but Ichigo took all her "death god" powers.
Rukia use a gigai(faux bady) to wait for her powers to comeback. Then she ask Ichigo to be a substitute shinigami until her powers came back. She guided Ichigo as they face hallows in Karakura town....
