Yes, as long as the wrapper or foil doesn't have antimicrobial activity. Various types of bacteria can grow with oxygen, and other types without oxygen, but all need nutrients and water. If you dehydrate and/or keep the food cold or frozen, you will inhibit the growth of bacteria.
