i cant pull it from the sides or the top and bottom. and f11 dont work either!!! i hope you all understand what im talking about ( the blue bar at the bottom with start and the time on it)

Hi. You may have "Auto hide" turned on. Right click on a blank part of the taskbar and uncheck auto hide. Hope this works.

You could either have the whole bar at the bottom hidden (auto hide as the person above mentioned) or you could have accidentally made the whole bar smaller. Try clicking and dragging it to resize it (like you would a normal window). Or your monitor could be skewed. Try to adjust the monitor so that it shows your WHOLE desktop and that nothing is being cut off.

try pressing this key on the keyboard...
on the bottom left hand corner you have the ctrl button. the one to the right should pull up the start menu so you atleast know where it is coming from
