It sounds like you might have a clogged filter. Take it out, see if it can be cleaned. If you have ice, then obviously the freon is working good. The cold air is just not getting through the filter. If you have to buy a filter, take the old one to a place like Home Depot and they will show you a replacement model. They run anywhere from $5 to $20 depending on the quality of the filter.

You don't specify year, make, or model, but If your cycling switch is bad and the compressor runs continuously the system will freeze-up every time. make sure the compressor cycles on and off, usually a couple of times a minute, maybe more. Freezing-up can also be caused by a restriction in the system such as a stopped up orifice tube/expansion valve, whichever your system uses, as well as a couple of other things. It should be checked out by a competent a/c tech.

The water is backing up. I gather it's a window air conditioner. It has to be on a downward slight tilt. Make sure water is dripping up.
The backed up water freezes and locks the machine.
You've got to turn it off, let the ice melt and give it a slight tilt. Make sure the water hole is not blocked with paint.

It is probably low on Freon. The only time I have ever seen freeze up is because of that reason.
The following website also suggest the same thing.

Icing on the on the evaporator coils is usually caused by two things.
1. blocked drain tubes or holes (clean drains)
2. system needs charge of refrigerant (recharge system to correct pressures)
