Tradegy or rememberance. Those are the one's I can think of. You light a candle when someone dies and you light them a candle to remember them. People light candles to recognize tragedy, and light candles later on the anniversary or with a community group to remember it. Many lights symbolicly represent unity and knowledge.

When somebody is about to be executed; they protest the death penalty or at least ask for a stay of execution.

I used to work at a prison, and a bunch of people had a candlelight vigil when a prisoner was put to death by injection. They stood outside the gate of the prison with protest signs and candles.

This is usually with regards to recognizing the tragedy of a person's death or when a person is missing and they are showing the support to the family for that person's safe return. It is a show of solitude, caring in a ritualized way that gives comfort and hope to those who are feeling despair or other negative emotions.
It is also used to protest the death penalty when a person is to be executed.
