Fungus Gnats and shore flies, they are no bigger than a mosquito. BOTH breed in plant containers. BUT they are NO BIGGER than a mosquito.
House flies DO NOT breed in plant containers, UNLESS your plant containers contain RAW MANURE of some kind.
Then, YES, house flies would love raw poo!

It sounds as though your plants have fungus gnats. They won't really harm the plant, but they're a nuisance! I suggest putting some diatomaceous earth in the pots, and working it into the top bit of the soil. The diatoms in the earth are very sharp-edged, and the fly larvae are literally cut apart by the stuff. Do not use this if you are allergic to seafood, however! It comes from the ocean, and people who are sensitive to shell fish tend to be sensitive to this as well.

Flies and other bugs will breed wherever they find a hospitable place to breed. They can breed in you house plants or on your porch where you have potted plants or in your garden.
