Haggard. They were riding in the bus, saw the sign for the town of Muskogee, and one of his band said, "I bet they don't smoke marijuana in Muskogee." Haggard jotted the song down. At that point, Merle was vaccilating being more liberal, or more conservative, song themes. He played the song first for a group of Green Berets, and they went nuts. And so the song became a pivotal moment in his career. So the story goes.
