Here is the .gov site. This was an agreement with the leaders of the three countries only. I feel our sovereignty slipping away. Why doesn't congress do something about it?
EDIT: Judging from the responses to your question, I would say nobody will even notice it happened until they have to exchange their money for Ameros.
