Same reason people don't search for a similar question before they ask one.

Because many are not interested in providing information -- they are either only points-gaming, or they are merely trying to get attention by spouting off what they want to say.

This is the wrong forum for both of those, but that doesn't stop them from trying.

They do read the question in bold... but sometimes skip the revised question in standard print... which was often a bait and switch question.

Because they are trying to rack up points and don't always care about their answers.

Or because they make up their mind before coming in.
