I some money in paypal aand am visiting these places so can i use paypal to buy a laptop or mobile phones?

I can't speak for Bangkok but in Singapore, only if you can arrange it with the Seller. Stores don't typically accept pay pal. You can try eBay for the specific country. If you find what you want arrange to meet with the buyer.
