Obviously it doesn't get to 0 degrees, so why doesn't it just say "off" or something like that?

I suspect the reason is that the display you are looking at only allows for numbers, not letters. (Provided this is a digital display.) This means "Off" would not be something that the display can handle, so they got as close as they could by using zero. They could, of course, choose to use an alphanumeric (numbers and letters) display, but I imagine it would cost just a bit more, and you know how people love to cut costs these days... If it's not a digital display, then I think it's a bit crazier, but it's still probably a slightly higher cost to print letters than numbers.
