Sea is a term used to describe the conditions on the water. It's ocean water under the influence of the wind. Fully developed sea is ocean water that has the max possible wave size at that wind speed.

An ocean is much larger than an ocean and it surrounds continents while a sea is smaller and it surrounds countries.

I beleive a sea is enclosed; dead sea, red sea, medditterean sea. Oceans are open waters; atlantic, pacific.
