Absolutely.
From the article cited below: The United States is "the leading country using fear to justify the unjustifiable," said Larry Cox, executive director of Amnesty International USA. "The U.S. used to be in a position to speak out effectively against torture and military tribunals. We can't do that now because we are carrying out some of the same practices," he said.
And: "Psychologist Martin Seligman, in his extensive studies of "learned helplessness," showed that people's motivation to respond to outside threats and problems is undermined by a belief that they have no control over their environment. Learned helplessness is exacerbated by beliefs that problems caused by negative events are permanent; and when the underlying causes are perceived to apply to many other events, the condition becomes pervasive and paralyzing.
Bush is a master at inducing learned helplessness in the electorate. He uses pessimistic language that creates fear and disables people from feeling they can solve their problems. In his September 20, 2001, speech to Congress on the 9/11 attacks, he chose to increase people's sense of vulnerability: "Americans should not expect one battle, but a lengthy campaign, unlike any other we have ever seen.... I ask you to live your lives, and hug your children. I know many citizens have fears tonight.... Be calm and resolute, even in the face of a continuing threat." (Subsequent terror alerts by the FBI, CIA and Department of Homeland Security have maintained and expanded this fear of unknown, sinister enemies.)"
Our constitution is being gutted. It will take years, if ever, to recover from what this administration has done to our country. There are many many parallels between what is going on in the United States today and Nazi Germany.

The Cheney/Bush administration has used fear since before they were in office. If it were not for spreading fear, people might begin to notice what a horrible job they are doing.
People may notice they have stripped us of all our Constitutional rights and destroyed the Bill of Rights.
People may notice that all they have done since being appointed President was make money for their backers and buddies.
People may notice we are hated in the world.
People may notice the deficit which is the largest tax increase ever, This tax we can pass on just like Grandma's china.
People may notice the number of our soldiers that are dying and returning with permanent injuries and or loss of limbs.
People may notice that those same soldiers are not given the basic supplies they need to protect them. Instead the contract went to a Bush buddy who sent inferior product and was not challenged on it.
People may notice that a country that was once seen as the moral compass for the world is ignoring every agreement it has signed and refuses to sign any more while torturing prisoners and arguing the right to do so. In so doing they endangered their own soldiers should they be captured.
People May Notice the amount of jobs lost since Bush took control.
People may notice how many jobs are moving overseas.
People may notice the infrastructure of our country is in dire need of repair.
People May notice that people are dying every day from either:
Lack of Heath Care
Poor Health Care
Denial of Payment from Insurance Companies for Health Care
The inability to pay for medicine.
Being dropped by their insurance company while a family member has a catastrophic condition.
People may notice Global warming and how all storms are increasing in severity (Hurricanes,Tsunamis,Tornadoes, lightning storms which result in fires because of increased droughts,Ice Storms) at the same time the Insurance companies have stopped covering us for these storms and our Government is totally incompetent at handling them afterward.
People may notice the destruction of each and every part of our Constitution.
People may notice the growing hatred designed by a man who claimed to be a "uniter".
People May Notice........
The tear in Lincoln's eye at the Lincoln Memorial
Since we allowed them to use fear to put us in this position, we should now be afraid! Very afraid!
We should be ashamed we let them do this. Maybe it is because we duct-taped ourselves in our homes and we cannot think for lack of oxygen!
We should now be afraid because we are like Rome!

All governments use fear. And this is right and proper. A government that doesn't use fear will quickly cease to be a government. Why? Because people don't pay taxes and follow laws out of the goodness of their hearts.
The trick is to give the population as much freedom is as possible without having anarchy.

Yes they do. It is a tactic used by the neocons based on their hero. See the quote:
"Of course the people don't want war. But after all, it's the leaders of the country who determine the policy, and it's always a simple matter to drag the people along whether it's a democracy, a fascist dictatorship, or a parliament, or a communist dictatorship. Voice or no voice, the people can always be brought to the bidding of the leaders. That is easy. All you have to do is tell them they are being attacked, and denounce the pacifists for lack of patriotism, and exposing the country to greater danger."

If America's earliest settlers in the thirteen original colonies had used fear as the present administration uses it today ... we would still be just thirteen colonies, too afraid to have explored westward.

* Fear that if you don't vote democrat, you'll never get free health insurance.
* Fear that if you don't support the republicans, the terrorists will get you.
* Fear that if you don't agree to having your taxes raised then you a heartless greedy neocon.
* Fear that if you don't have a problem with gay marriage, then you're going straight to hell.
* Fear that if you speak up, you might be targeted.

No, but the terrorists do. Just like them showing the most recent video of Osama Bin Ladin, threatening another attack on us, death to Americans.

If you agree with what the Government does or says, we call it Facts.
When we don't agree, we call it Fear.
The Terrorsts and Global Warming "Warnings" are no different...
