I think that is a REALLY bad idea. For 2 reasons:
1.) It is VERY unethical. If someone can permanently "freeze" time so a baby stays a baby for 70+ years what else can they manipulate?
2.) Most parents don't want to take care of a baby for 70+ years.
Also, I really don't want to have a "time frozen kitten", it's cruel and frankly it's a little creepy.
I mean, if I got that "time frozen" kitten as a 5 year old, I'm going to be creeped out when 10 years pass and I am 15 years old and that kitten is still a kitten.

Now why would you want to do that? Babies are cute at first but having a baby stay 1 year old FOREVER would get pretty annoying. But having baby kittens would be okay.

No! Mad scientist perhaps. The point of life is to grow, age and die. Keeping humans as babies is nothing but pure cruelty. To the baby and its parents. If you want a baby kitten, buy a stuffed kitten toy.
