Bootleg isn't really a good word to use.

not movies, but cartoons. Not just lame bootlegs that suck

but Sets that are not available to buy, but are perfect visual qualityand packaged just like store bought DVDs.

Ebay doesn't allow it, just wondered if any other site allows it or , basically, don't care if you sell them.

A lot of people like to buy sets like this.

When eBay figures out that what you are selling is unauthorized copies of movies they will shut you down like all other sites, Amazon, et. al.

People have tried to cover their tracks by selling the movies out of foreign countries through companies like eBay but even then the customer receives the product and complains to eBay.

Any unauthorized rebroadcast or redistribution of copyrighted material is a felony worth 10 years and 250,000 dollars per tape or incident.

These sites do not check until the complaints come in but they always come in and the account is closed.

So, no, in the end there are no sites for such merchandise and if one opened up the FBI would surely close it down in no time.

That is illegal. I am now forced to contact the authorities to have you arrested. The FEDs will be at your door in 3.2 minutes.
