I've looked in so many websites and havent found a casting call for a 13 year old girls casting call. For a film, commercial or anything. Please help!

Legitimate Talent Agencies NEVER ask for money.
You have to ask your acting teacher, or your actor friends. We are not in your city and can't help you. Do your own research.
DO NOT expect to find auditions for your age.
Take acting classes.

Forget it. Nobody get to be an actor through those things. Girls of 13 who have no experience as an actress do not get cast in anything except school and community plays.

You're looking in the wrong city. Most open casting calls are in Los Angeles and New York City. The best thing is to try a modeling school or talent agency. They will ask for money up front for classes, head shots and leads, but, you will be lead to casting calls that are suitable for your age.
