There is a spider on my ceiling (north east england) with pale body and two metallic red stripes down it's back. It's very small but the stripes are very bright. What could it be?

It could be a simple Jumping Spider, or a Nursery Web Spider. Very harmless. .

Your best bets are likely to be either some kind of jumping spider or perhaps a kind of web-spinner called Pachygnatha. That red-strip thing is pretty unusual and distinctive, and implies that their aimed at some visual purpose, hinting at jumping spiders.
