The dog and the girl with ponytails riding it are definitely from Azumanga Daioh; they're the ones I recognized first. The Japanese text above them says "ketto shii" ("cait sith"?) and then "chiyo and (something)" ("chiyo" is the girl's name in Azumanga Daioh).
It seems to be Azumanga Daioh characters dressed in Final Fantasy cosplay. The creepy professor in the lower-left dressed like Cloud, etc. It's too low-resolution for me to read all of the Japanese text, and I'm not sure about the girl dressed as Tifa, but pretty much everyone else I'm positive is Azumanga Daioh.
I don't recall any actual Azumanga Daioh episode where they all dressed up as FF7 characters, so it may have just been a one-off piece of art done by the author (or even a pretty good fan-art). (In other words, if you do look at the series expecting a lot of FF7 stuff, you're going to be disappointed.)

I know what anime it is:
The characters are from Azumanga Daioh but they are drawn to match Final Fantasy VII characters.
Like osaka is vincent, the pervert teacher is cloud and so on. I laughed how the crazy teacher (the one that drinks and leeches off from the gym teacher) is Sephiroth.

Dude on the left crying looks like Vash from Trigun. I think it's a mixture of characters because I don't recognize other characters being in Trigun.

It looks like a manga picture where they have alot of shows characters on one page like Shonen Jump does sometimes.And I think your friend recognizes one or two characters from a show he saw but not all of them are in the same show I can tell you that.
