I thought public utilities have immunity?

It's because we've turned into a society that wants something for nothing. We have to have someone to "blame" for everything, we can't just accept it was an accident anymore and let it be. The underworld in NYC is full of these aging pipes that would cost a fortune to replace. If it were proposed that they replace them all, then you'd have people suing because they don't want to pay for that either.

They do not. People sue to get money from anyone who has money. It's become the American way.
In some states municipalities and government agencies have immunity, but there are always exceptions.

Nope, they sure don't. It's slightly harder to sue them, because you have to go through administrative procedures first (just like if you were going to sue your credit card company, 99% of them have a clause that you have to arbitrate or mediate before you can just slap them with a lawsuit). But if they were negligent or didn't properly maintain their equipment, which led to a scare, a woman dying, people being hurt, etc., then they most certainly can be sued.
