Do you think the ratio of enlightened to unenlightened is about 1 in 10 in the room?

You've got to be kidding. I hope! You have to tell the police for your own sake. Your freedom(JAIL), and your permanent criminal record are in great jeopardy. You did nothing wrong yet. Call the police, and tell them your friend did it, but panicked. If you want to wait until your friends alcohol level goes way down, then this is the second best option, but you might get in serious trouble.
If you wish to gamble, you can wait until the police find your friend, and then claim that you were sleeping, drunk, in the backseat, and you knew nothing about the incident. This is probably the 'stand-up friend' thing to do, but you have to stick to that version. Keep it sinple, and give out no more deatils than you have too. You were asleep, drunk, passed out in the back seat. Period. Your friend did not tell you what had happened while you were passed out. Perhaps saying you were asleep in the front seat would be better, since there might have been witnesses who saw you in front seat.
You face charges of obstructing justice, aiding in a felony. Someone has to prove you were awake.

Tell him to go to the police and let them know what happened. They'll be much more lenient with him if he turns himself in, rather than making them go after him after a lengthy investigation. If he won't do it, turn him in yourself. Remember, he hurt someone and just left them there. That's totally immoral. Turning in a friend when they have done something like that is not immoral. It may damage the friendship, but it's the right thing to do. You don't have to tell the police your name though, so there's no need for your friend to know it was you anyway.

Is the person he hit OK? If not, you should report it or you will be an accessory after the fact and can be arrested for not reporting it.
You can do it anonomously if you like. Use a pay phone at 7/11 or the like.

First of all, you weren't involved so why are you freaking out? ..Aside from that you should turn the bas**** in for hurting someone.. never mind drunk driving. That's quite ridiculous and you should be ashamed to call this person your friend.

Council your friend to contact an attorney, and then have the attorney go with him/her to the police station. If your friend does not follow through with this, it is your civic duty to turn your friend in.
Think about what may happen in the future if this person does not take responsibility for his/her actions. Some other unsuspecting person may be injured or killed. Maybe one of YOUR loved ones. God be with your friend, you, and the injured party in this difficult situation.

As troubling as it may be for you, the right thing is to report him. What if your friend was the one who was hit? You'd want to person who hit him to be caught. :(

Call the cops, you don't have to tell them your name. That person doesn't deserve to be hurt and your friend just walk away scott free.
