I like inquiries that challenge adages such as this.
It would be helpful, if we must decide, to know what the other parts of valor might be. And then; can there be valor without discretion ? Or would that, then be termed bravery?

It depends on the situation. To avoid a confrontation that has no merit, I would say yes. However, if all Americans thought that way in the early 1940's, I would be typing this in German right now. That is, If I had the liberty to type something like this.
