What if local Prosecuting Attorney will not act on these threats?

Anyone?

If it is in the public domain, it is being said and posing a danger to the entire community (imo)....Is this legal?

Well if it's not, it should be, it should be treated as if it were a threat in person, that's my opinion, and something should be done about it, if not , there is something wrong with our laws, which I know are kinda flaky anyway! Sorry, I just think our laws are getting weaker and weaker by the year, that's one reason we have so much more crime! We are just being too lenient!

yes i would think so and really there is no point unless the victims can read it and i can't see anyone looking for threatening posts or messages. local officials always wait until it's too late - win for them looks better....
