My supervisor recently dropped my pay from 7.75 to 7.50 over an arguement that we had. I was also on the verge of recieving a raise, to 8.00 an hour. Is this legal in California?

You bet. There's no guarantee about your pay rate other then that it has to meet the minimum wage. Raises are also not guaranteed, they are a reward for excellent performance.

Yep. As long as they aren't paying you lower than minimum wage. You can always quit and find another job.
