We've had surveillance since the concept first was developed -- in the US that's the late 1700s.

The laws have changed over time, however.

Under the current laws, the Constitution (4th Amendment) requires a warrant for anything where there is an expectation of privacy, and the federal laws prohibit warrantless wiretapping without specific circumstances being met (see FISA, 50 USC 180x).

We can have total privacy. But they means we also have total responsibility for what happens to us. The more we want to depend on the govt to take care of us and protect us, the more we need to let them into our private lives.

Surveillance in the public is from the far right. Radicalist of the right want the FBI CIA and all the other initials to be able to spy on citizens. Its NOT a prevenative. All this happened when we went global and the consequence of a global econimy is a rise in crime through our borders. Thank corporate america and the "sell outs" in congress. World trade (free trade) will crumble America in time. In 100 yrs we will be like Africa, a country of small countries.

total privacy is a thing of the past, you go into the computer at birth, and they keep tap on you the rest of your life.
