What is the latest on the Latin Mass being reinstated by Ratzinger?

2 weeks ago I read something about Ratzinger wanting to reinstate the Latin Mass with its exhortation to Jews to convert. Did I read that right? Was it from some lower Vatican official? Whatever became of it?
