how r all the spayed ppl going to have kids?
limiting families to only one child has a problem called the little emperor syndrome, where only-children have poor social skills. also it makes people abandon illegal babies.
killing the elderly is a very bad idea. its been shown tht countries with more young ppl are more likely to be at war.
Generally it reduces the value of human life.

You are an absolute genius. I recommend you see a shrink and a mathematician.

I'm not sure why 65 year olds would need to be killed off to make room for others if every two sterile people were limited to one offspring.

Given that sterile people couldn't even produce one offspring, let's say you figured out how to make it happen. Every couple producing one offspring would shrink the population in half each generation or so. 65 year olds should be safe.

It's people like you that give totalitarianism a bad name.

There would be a huge uprising and revolution if that was tried.

Although, something in between would be great. Just like driving licenses, there should be breeding licenses. You're endangering just as much life by not raising your children well as you are by not driving well. To qualify you would need to show some basic competency and have enough income to support a child. And if you wanted more than one, you'd need the income to support multiple.

Now, as far as keep population from massively growing. There's one very easy trick to it. Don't have kids until you're at least 30. That would nearly halve the pop growth rate even if nothing else changed.

That would lead to complete revolution in most industialized nations, especially in the US, where people on average do not marry until age 27.

Also, no nation would implement it, as even if everyone obeyed it would ruin the economy.

Finally, if they can people will migrate away from countries with harsh population control laws. There is a steady trickle of people out of China, for instance.

I would say thats a great idea, except the killing of the elderly. The population is just going to kill the earth and there isn't going to be any room. Also more crowded areas more crime, more wars.
