All three are good.
Cesar's Palace is probably located in the best spot. They have lots of cool bars and PURE night club, which is one of the hottest clubs in Vegas. Also, the have the Forum Shops Mall which is another really cool place to check out because they have a lot of free shows there.
The Mirage has kind of an island theme, and they have JET night club, which is actually pretty lame.
The Paris is a nice hotel, but is boring, there isn't really anything cool to see there.
Out of those three I like Cesar's the best.

I would probably skip the Mirage hotel myself. Paris and Caesar's Palace are in the middle of the strip. Either one of those would be good. Mirage is cool also, but I don't favor it as much as the other two, when it comes to the hotel.

Mirage keeps the rooms as good as new, Caesars rooms look old and run down. BUT!!! You can get a good deal @ Caesar's if you want a Jacuzzi suite. It will be chaeper than Mirage. Other wise the casinos are the same quality.

For glitz and glamour, Caesar's is hard to beat. However, I found it to be overly crowded and difficult to get around in. (ALL casinos are easy to get into and hard to find your way out of!). The Paris is nice, but I am not sure If it would be my first choice as a place to stay. I have always felt very comfortable at the Mirage. It is more laid back and relaxing. It would be my choice of the three.

Caesar's palace is the original Las Vegas resort and it never seems to amaze me. It also has the world-famous Forum Shops. The casino floor is huge and there are enough restaurants to satisfy the taste of anyone.
Also, the resort is centrally located so that you can easily visit other properties on the Las Vegas strip

Mirage wins hands down.
Out of the 3 it has the most recent remodel, no to mention some of the newest and hottest shows (Love), restaurants (Stack), and nightclubs (JET and Bare).
The only reason to stay at Caesars would be to go to the Forum shops and it's honestly easier to get there from Mirage (it's next door to it).
As far as Paris don't waste your time.

Mandalay Bay
MGM Grand
Bellagio
The Venetion
Don't stay at the Circus Circus. They have way too many kids there.
