I saw the whole family (like 4 or 5 people) riding it, it's dangerous! Is there any law restricting this situation? In case of emergency, how are they supposed to stand the weight of other family members?

It's against the law for more than two people to be on a motorbike. It is also against the law not to wear a helmet. The police do not seem to enforce these laws with any particular vigour, but they get bent out of shape if you turn right on a red light. I got stopped for that on my motorbike (turning on a red). The law seems to be "pillage and plunder are legal, but no littering." For all that the laws don't seem to always make sense to a western person, the system seems to work.

I noticed the very same thing when I first came to Taiwan too. Like you I was shocked by the stupidity of what I saw. At the time there was also no law requiring people to wear a helmet. When I pointed out how dangerous it was for a family of 4 or 5 people to be riding on one motorcycle to my Taiwanese rommate told me "That doesn't happen very often anymore." Many years later, this can still be seen, although most of them are wearing helmets now.

no enforcement of that particular law. Generally people with families who do that, cannot pay the fine, and probably the police realize that. Its all ok if you wear your hello kitty hardhat, apparently.

They do tend to enforce the helmet rule and the turning right on red, or left with out the 2 point turn rules. Thats the easiest ones for them to get you on.

It is normal here seeing a family on one scooter. The only difference now a days is that the kids have to wear proper helmets.

You can always tell when someone is new to Taiwan when they ask about police enforcing any law that might be out there.

2 people are allowed to ride on one bike,more than 2 is illegal.
Sometimes can see a family ride on one bike that's illegal.
The rider has good riding skills, how do you think?
