I had it running before I slicked my hard drive adn reinstalled windows. During the set up of Outlook I typed in the wrong password. I need to fix this.

Open up Outlook Express program..

Click TOOLS
Click ACCOUNTS
Click MAIL (tab)

Highlight your account on the Mail (tab) and click the Properties button and chose Servers (tab).

Remove the password out of the box, remove the check mark out of the box to remember password. Click APPLY button.

Then retype the correct password, check mark the box to remember it, and click APPLY and OK.

I presume you mean your e mail account password

Go to e mail accounts, edit settings and follow the tabs and prompts for your e mail account and change it; each version of Outlook Express is different so I cannot give you the precise set of instructions. It is very much like setting up a new account but in fact you edit the current one and only change password in your edit.
