every president has had and will have that power. it keeps the congress from being a dictator like entity. congress has the power to stop the funding of this war, if that is what you are talking about. bush has vetoed less than any president in history and clinton has done it more than any one. so no, sole decider in this case does not mean dictator.

Of course not. Congress can make laws and override his vetoes. The Supreme Court can revoke any law.
Bush will be out of office in a a year and a half. When you think dictator think of Fidel Castro who has been the president of Cuba for over 50 years.

hi. no, not yet. soon perhaps. first he needs to invoke National Security Presidential Directive/NSPD 51. and NSPD 20. this allows him and the "Assistant to the President for Homeland Security and Counterterrorism (APHS/CT)," ..."in coordination with the Assistant to the President for National Security Affairs (APNSA), to head the government, to lead the congress, and to direct the judiciary. then he'll be dictator. he can use almost any excuse to invoke it. a hurricane. a large scale riot would be just right, another act of terrorism on american soil. he likes fear, so, i'd say a threat to national security would be his primary tactic.

He can not make decisions without congressional approval therefore he is not the sole decider. This is the reason the government was separated into three distinct sections to ensure we did not have a dictator.

meh. i think that what he means is that he is the one that makes the final decisions. like his idea of what he should do when he was governor of texas was that he didn't really read or do a lot of research, he had his advisors do the research and give him a short, easy to understand summary of both sides and then he makes the final decision. he thought that that was his role as executive and he probably brought that to the white house.
