Homeopathic means that something works by sympathetic reaction or that if falls in the medical range of people who believe that. In the extreme, it means that the smaller the amount of active ingredient (yes smaller) the better it works, so homeopaths make up a solution, then put a drop of that in a big container. If it sounds like spirit medicine, it probably is. Mixed in with that belief is use of old medicines, some of which actually work, like solutions from willow wood which contains a relative of the active ingredient in aspirin.

Homeopathy (also spelled homœopathy or homoeopathy), from the Greek words όμοιος, hómoios (similar) and πάθος, páthos (suffering, disease),[1] is a controversial type of alternative medicine that aims to treat "like with like." The term "homeopathy" was coined by the German physician Christian Friedrich Samuel Hahnemann (1755–1843) and first appeared in print in 1807.[2]

Homeopathic treatment involves giving a patient with symptoms of an illness extremely small doses of the agents that produce the same symptoms in healthy people when exposed to larger quantities. A homeopathic remedy is prepared by diluting the substance in a series of steps. Many homeopathic remedies are so highly diluted that no molecules of the original substance are likely to remain after dilution.[3][4] Homeopathy asserts that the remedy will retain a memory of the diluted substance and the therapeutic potency of a remedy can be increased by serial dilution combined with succussion, or vigorous shaking.

It means that it is a natural or home remedy. I don't know if they work since I never used them when my child was teething- I can't recall using anything but letting her chomp on those baby shortbread wafers.
Every child is different, I guess it must work on some.
You could ask your pediatrician.

Below are some links to teething remedies- they tend to be herbal, non-medical interventions and things that we can do at home without a prescription, that have little to no side effects.
