Lincoln.
As a person I think Lincoln is more interesting and has more morals.
Remember Washington is a man that basically sent an entire nation of people (Six Nations Iroquios) running as refugees because he ordered the burning of every Iroquois village he could find. He also persecuted loyalists and was rather ruthless in the field.
Lincoln believed in Vertical expansion, making America powerful with its existing land.. instead of horizontal expansion of "simple farms" which benefitted only wealthy land owners while killing the natives.
I think Lincoln set much more of a tone than Washington.

Lincoln, he kept our nation alive regardless of what some say. His courageous leadership and decisionmaking while his nation was splitting set the stage for how presidents in the future would handle crisis.

I will say Washington mainly because he set the tone for the office of President. that office could have been whatever he wanted it to be right up to king.

Neither was better or worse. They governed in completely different circumstances and were both great men. They both had flaws, and they both had exceptional leadership qualities. But saying which is better would be comparing apples to oranges.
