Assuming you are in the U.K., you can't.

The minimum age to drive a quad of any engine size on a public road, is 17.

In Minnesota there is no limit. When you take the test if you do it on a 200cc or higher there is no limit. If you take it on anything less then that is your restriction on you license.

On the road? You can't. Off road, commercially (hired) whatever you want as long as it's top speed is governed to <18mph.
Privately, it's your neck.
