As with all things legal, the answer depends on the country and state/province.

Some countries have very strict regulations, some have none.

In the US, as long as the activity is not disruptive and not in violation of general trespassing or other group-activity laws, there is no general ban on any type of physical exercise, including self-defense training.

However, a business that offers such training -- such as a gym or martial arts studio -- must still conform to general requirements for any business offering services to the public.

Depends on how you use it. If there is no law now judging by the direction our country is headed there will be.

Without weapons ... very few laws unless a criminal conspiracy is involved. With weapons ... use common sense ... very many laws.
