How do you define "ghetto?"

For example, one of the people answering claims that the entire city of Oakland is "ghetto." I doubt that the downtown area, Jack London Square, Oakland Hills are exactly "ghetto," and that suggests to me that this person has never actually BEEN to Oakand. (or much of it)

Do you mean areas that are mostly minority populated? Or do you mean specifically BlacK? Or do you use the original definition of an area where European Jews were confined, so as not to mix with pure Aryans?

So, what does "ghetto" mean to you? Do you even know what you ask?
