Where could i look up laws for Manufacturing e.g. making party accesories - I assume that they need to meet safety standards?

Buy party accessories.

Read safety marks, registration numbers etc. etc.

Start with the HSE Health and safety executive. Depends on materials and processes used on what other regulations you need. There should be an association or advisory service for the industry.
