pants that come up more than 2" below my belly button make me look even shorter. any suggestions will be welcomed. dont worry i'm not a slut who wants to show off the goodies.

You should go to depatment stores that cater to a variety of different sizes. JCPennys, Dilliards, Macys, Sears, etc.

you may want to try petite style jeans or ankle length. You are on the edge of petite and depending on how long your inseam is, you might be able to fit into those. the rise in regular size jeans may be too big for you.
I am also 5'4" and love j. crew hipslung and boot cut. they have fairly low rise. I also like Ann Taylor Loft as well.

try american eagle boyfriend jeans.
i have the same problem.
