The higest that I know of is Governor of Minnesota - Jesse Ventura. I believe he is a Libertarian, though may have run in that race as a republican.

Personaly, I think most presidents have been athiests or agnostics. The scary thing is that I suspect that the current one actualy DOES believe.
The key word is "openly"
I believe Clinton was an atheist. Regan magicaly "found" religeon during his second run for president. Nixon claimed to be a Quaker. None of the Quakers I know would have ordered carpet bombing of civilian areas in Vietnam and Cambodia.

Aside from that, and possible other state governors, I believe we've had both Senators and Congressional Representatives who were publicly atheist.
