It's probably a Blue tarantula hawk (Pepsis sp.) , or a species of blue mud dauber wasp. Chalybion californicum. which lives in the southwest, Trypoxilon politum, in the southeast, or Chlorion aerarium, which lives throughout the eastern half of the U.S.

Mud daubers are beneficial insects, they prey on a large number of garden and plant pests.

All of these wasps are solitary and shy, and rarely a nuisance but they have a rather potent stings, best to leave them alone....

Looks like there are several possibilities. When asking for an identification, it often helps to describe where (geographically and by habitat type) and when (time of year, time of day) you spotted it. And if you saw it feeding on something, that would help, too!

By the way, thanks to previous answerers for the websites--some gorgeous insects!
