yes it does. another way that it works is get a small box that has a tight seal. Spray some of the perfume on a towel and put that in the center of the box and then align the paper and envelopes around the towel and the scent will stick to the paper. i do that with really pretty smelling candles and it sticks to the paper with out staining it.

I've never used perfume or cologne, but I have sent cards with hand crafted papers that were scented with essential oils, and it works great.
You can buy essential oils at head shops and organic food and clothing shops. Just pick up some thick card craft paper at a craft store, put a couple drops of essential oil on it, and keep it in a ziplock baggie for a few days. The nice thing about essential oils is that you can choose natural scents like vanilla, lilac, sandlewood and such.

Yes, once you are done writing the paper spray a few squirts of perfume and then wave the paper so it doesn't smell TOO perfumey. (Or cologne) Be careful on how much you spray, perfume and cologne can really be strong. I have done that before to this guy I had a crush on; hah my perfume certainly got his attention because he went up to me and said, "your paper smells really good." I was sort of embarrassed at first but I did eventually get a date with him. Good luck! ♥

It works if you do it right. Don't spray anything on the print or it will run the ink. Only put dabs of cologne on the paper in areas where there is nothing written. Maybe using a little on the inside of the envelope. Let it dry for a couple of minutes before you stuff the envelope.

You need actual perfume though, not cologne. Perfume is stronger. Or you can seal the paper/envelope in a baggie with potpourri or incense; that works too.

I have tried, and it doesn't work all that well, because it leaves little greasy specks all over the paper.
It would be better just to buy scented paper.
