"The shortest pangram known by the Oxford Dictionary is “Brick quiz whangs jumpy veldt fox” (28 letters), however the shortest pangram to make sense is “The five boxing wizards jump quickly” (31 letters), followed by “Pack my box with five dozen liquor jugs” (32 letters). The far-better known pangram “The quick brown fox jumps over a lazy dog” is one letter longer at 33 letters – Mr Perfect."

Here are some of the shortest I've seen:
Mr. Jock, TV Quiz Ph.D., bags few lynx (26)
Bawds jog, flick quartz, vex nymph (27)
Sphinx of black quartz, judge my vow. (28)
Waltz, nymph, for quick jigs vex Bud (28)
The first one listed here is, at 26 letters , the shortest possible-- is dismissed by some for depending on abbreviations, though the ones in uses are standard and not written otherwise.
Your next option, at 27, may be stretching it for making sense So, if we're being especially fussy, you'd have to go with one of the 28-letter ones. (I like the SPHINX-sentence myself.)
