A "platform" is a campaign position (Elect me or us and we will do this.) for a single candidate or his political party. At a certain level of government and a specific election cycle.

The platform is anything and everything to keep your mind off of the casualties of globalization. A lot of people are going to have to suffer until they get trade policies figured out.

It's a generally agreed upon set of talking points, buzz words, lies, false promises, sound bites, spin, hot-button issues, and attacks on the opposition used by a political party to get voters to support thier candidates, and fear suppoting candidates of the rival party.
