We had two goldfish that did this and they both died! They might have a swim bladder issue if they have been eating their food from the top of the tank (they get air in their stomachs) You can buy little fizzing tablets at WalMart to put in the tank that should help them. Also you can feed them peas (like frozen ones). This helpes sometimes.

It sounds like it's about to die. My brother's fish exhibited the same behavior before it died. Maybe you should try to clean the tank or go to a pet store and ask them if there is anything you can do to save it.

it has a fungal infection, its gonna float upside down, still breathing. so try cleaning up your bowl if unfiltered, if it's filtered, give your fish some beer it'll get hyper and then then hook it up on drugs and chill THIS IS TRUE A PROVEN REMEDY

It might be sick. Try cleaning the tank and adding fresh water.
