Of course, they could, but why would they? They want people to believe that they were responsible for 9/11. They attacked and destroyed two symbols of American economic power. If I was a terrorist, even if I didn't do it, I would want to make everyone think I did. It would be a great way to get more people interested in joining my group which allows me to carry out more attacks and gives me more power and influence.

Absolutely not - that would necessarily mean sharing the responsibility for the events of 9/11 with a bunch of infidels.

actually a lot of Americans, as well as the rest of the world, are using it, but not as propaganda.
