I'm assuming this is a fraction that can become a "neat" decimal. For example, 1/2 becomes .5, a "neat" decimal, but 2/3 becomes .6666667, not so "neat" or "friendly".

My guess is that it is a rational expression (fraction) for an irrational number. Kinda like 22/7 is an approximation of pi (3.1415926535897932384626433832795 ).
