Yes. There are a few caveats.
First, did your hard drive crash? Does it make unusual noises? If so, you're in a world of hurt. DIY data recovery software like Fujitsu FinalData works only if there's minor physical damage. For major hdd damage, hard drive data recovery from OnTrack costs thousands of dollars. But assuming your hard drive is still intact, go to step two.
Second, hardware must be compatible. Newer computers use SATA interfaces while older computers/hard drives use PATA. You can get around this hurdle using a PCI card which installs the interface it doesn't have.
When installing a PATA drive, make sure master/slave jumpers are set right.
Third, you must boot-up off of newer working PC and be sure you are the administrator. If your PC recognizes the second hdd, then you need to set NTFS permissions right by taking control of the second hdd. http://support.microsoft.com/kb/308421
If your computer doesn't recognize the 2nd hdd or has problems reading it, then your hdd may have gone to that mainframe in the sky .. i.e. crashed.
Good luck.
