both wrong...
the recognised answer is Asafa Powell of Jamaica with a timing of 9.77
but your friend was closer...Justin Gatlin was briefly credited with an outright world record time of 9.76 from 12 May 2006 until 17 May 2006. But the IAAF ratified the record as 9.77 as his time of 9.766 had erroneously been rounded down to the nearest hundredth instead of rounded up. This time made Gatlin co-world record holder with Asafa Powell. This record also is under review by the IAAF, due to Gatlin's positive steroid test.
