He's a big fat liar and everyone knows it - why doesn't he save the nation a perjury inquiry and just step down?

He may not be lying.

He may simply be so far out of his league that he's not competent to hold the position he has.

He may simply be a horrible manager who never should have been put in change of an agency.

Still grounds for his removal from office, but not grounds for criminal proseuction.

He won't step down because he doesn't think he's done anything wrong and he has GW backing him up.

I don't think he's really lying, I think he's an incompetant attorney and we are all paying clients that can't fire him.
