It cannot all be about drugs becuase the Progressive bands of the 70's did not all used drugs.

Youth culture changed really. The youth no longer went with the norm of what their parents and grandparents thought was socially acceptable behaviour.

Style, music, attitudes all changed, there were kids in the 1950's who had seen their parents suffer from the War and they became disillusioned with the government and how the world was run. Rock music was like a voice for them a way of rebelling against the establishment and these attitudes continued on in to the '60's and 70's. Drugs just happened to be part of it not the reason.
