Personal Opinion. I personally have him second, not to Washington, but to Lincoln. Washington's time was much more simple then. He was much more a figure head and had very little decisions to make, although his transfer of power after his term was great, it can not compare to the more complex decisions that faced Reagan. Now Lincoln on the other hand, was in a rock and a hard spot and had to pull it all together with incompetent generals and a antagonistic congress. So I have to give Lincoln number 1, Reagan 2.
